Chapter 105 General Permit Registration tips

Seven pages of instructions are now provided with this form, titled: CHAPTER 105 WATER OBSTRUCTIONS AND ENCROACHMENT GENERAL PERMIT REGISTRATION, with date “11/2012” at upper left corner. 

 

Be sure to follow all applicable items of: Section E. REGISTRATION CHECK LIST AND REQUIREMENTS (pages 2-3 of form), to apply for any of the Chapter 105 General Permits (GP).  A complete submission will speed up the review and acknowledgement of the GP.  Additional information for each numbered item regarding what needs to be submitted to our office for projects in Centre County follows. 

 

  1. General Permit Registration form properly completed and signed. – This refers to the chapter 105 general Permit Registration form itself.  Be sure to indicate (check box) which Chapter 105 General Permit(s) are being applied for at the top of page 1 of the registration.  Provide original signature/signed form with submission.

 

  1. General Permit Registration form sent to the Municipality and County. – provide (mail or hand deliver) a photocopy of the signed chapter 105 General Permit Registration form to both the Township or Borough of the project, -and- Centre County Commissioner's office.  We recommend that you include a cover letter or memo to each and provide a copy of it with your submission.

 

  1. PASPGP-4 Cumulative Impacts Project Screening Form  properly completed. – Be sure to use current (Dated 9/2012 in upper left corner) form and sign and date on page 3.  Include original with submission.

 

  1. Location Map with project site marked. – Provide an 8 ½ " by 11" photocopy of a portion of the U.S.G.S. 7 ½ Minute Quadrangle Map with the project site marked.  Indicate its Quadrangle Name.

  1. Color Photographs with dates and descriptions (see instructions). – Only needed for GP-3 and GP-11; if other GP check the N/A box.

 

  1. Stream Name and Chapter 93 Classification – Self explanatory, see instructions.  If you need help with the Chapter 93 classification, contact our office.

 

  1. Project Description including proposed impacts and PNDI Avoidance Measures (if applicable). – See instructions.

 

  1. Standard Drawing(s) depicting your project’s General Permit Activities (or site specific drawing). – See instructions.

 

  1. Site Plan depicting the site of your project’s General Permit activities (see Section F.) – See instructions.

 

  1. Erosion & Sediment Control Plan (E&S Control Plan) (see instructions) –

 

  1. Written Directions to Project Site: – Provide directions as if expecting a delivery; use road names, distance to nearest named intersection, etc.

 

  1. Pennsylvania Natural Diversity Inventory (PNDI): – Go to:  http://www.naturalheritage.state.pa.us/  to log in and conduct your own search (print out and include search receipt with submission) or contact our office for assistance. 

 

  1. Bog Turtle Habitat screening: – This is not required for projects in Centre County.  Check the "N/A" box in the choices that follow.

 

  1. Activities which Permanently impact wetlands: – Check "N/A" if no wetlands are involved.  If wetlands are impacted, it is usually necessary to provide a delineation [a scale plan view drawing indicating their location(s) and area(s) impacted by the proposed project], and check one of the last two boxes provided to indicate your choice of mitigation.

 

  1. Registration of a GP-11: – Cannot be acknowledged by Centre County CONSERVATION DISTRICT; must be submitted to Northcentral Region DEP office.

 

 

 

On page 4 of the chapter 105 general Permit Registration, at the bottom of SECTION H. CERTIFICATION reads: "AN ACKNOWLEDGED COPY OF THIS GENERAL PERMIT AND THE APPROVED EROSION AND SEDIMENT CONTROL PLAN MUST BE AVAILABLE AT THE PROJECT SITE DURING CONSTRUCTION."

 

       Once our review is complete and all conditions of the registration are sufficient, we will return a signed copy acknowledging use (approving) of the chapter 105 general Permit Registration, and you may begin work on your project.  There will be no letter accompanying the authorization.
